The Abuja Master Plan provides for the development of Satellite Towns alongside the development of the City.  On account of the need to accelerate the provision of basic amenities in the Satellite Towns such as Roads, Water Supply and Electricity, the then Administration of FCT established the Satellite Towns Development Agency STDA in 2004 (Order I of 2004).

In June, 2012, the Federal Executive Council ordered that the STDA should be reverted to the FCDA as a department for the purposes of supervision. This was because the STDA lacked legislative backing from the National Assembly.

Functions:

  1. To open up/develop the satellite Towns by providing infrastructural facilities to the ever increasing population in the Satellite Towns/Area Councils,
  2. To provide a better environment through the provision of basic amenities and to ensure clean and green culture within the Satellite Towns, in collaboration with the Area Councils.

iii.    To provide affordable/social housing in the Satellite Towns in the FCT.

  1. To develop and upgrade existing settlements including Relocation and Resettlement sites within the FCT
